The professionals at T3 have extensive experience in both business and the public sector.  They serve as both guides and partners for clients.

     

Traci Campbell, Partner

Traci Campbell has expertise specializing in county and city government affairs efforts.  She held the position of Director of Intergovernmental Affairs and Strategic Initiatives for the American Trucking Associations and served in the George W. Bush Administration as Associate Director of the White House Office of Intergovernmental Affairs.  In that capacity, she was the primary contact for municipal and local government officials.  Prior to her service at the White House, Traci worked for the National Association of Counties and Republican Mayors and Local Officials Organization in the areas of legislative outreach, fundraising, media relations, and corporate relations.  Traci still performs Presidential trip assignments for the White House Office of Presidential Advance.  She received her Bachelors Degree from the University of Dayton.


Tom Katina, Partner

Tom Katina specializes in state government affairs efforts for companies and associations.  Tom was formerly the Director of Corporate Affairs for the Republican Governors Association (RGA).  In this capacity, he was the primary liaison between the Republican Governors and the business community. He continues to serve as a member of the RGA National Finance Committee.  Tom’s prior experience includes serving as the Executive Director of the American Conservative Union (ACU) where he directed the annual Conservative Political Action Conference.  Prior to that, he served on the staff of the Chairman of the National Republican Congressional Committee (NRCC).  A Florida native, Tom served on the Legislative Affairs staff for Florida Governor Bob Martinez (R-FL).  He began his career as a District Office Manager for U.S. Representative Andy Ireland (R-FL).  He is a graduate of Auburn University with a BS in Public Administration.


Terry Miller, MBA, Partner

Terry Miller specializes in government affairs and strategic marketing efforts for companies and associations.  Terry formerly served as the Associate Director of the Office of Intergovernmental Affairs for the White House.  In his capacity with the George W. Bush Administration, he served as the contact to the nation’s Governors, State Legislators, and American Indian Tribes.  He also served as the Intergovernmental Liaison to the President’s Homeland Security Council.  Terry managed two U.S. Congressional campaigns in California and Pennsylvania.  While in Pennsylvania, he served as Executive Director of two suburban Philadelphia Republican County Committees and on the staff of the Pennsylvania Republican State Committee.  Terry currently sits on the Finance Committee of the Republican Governors Association.  He received his Bachelors Degree in Political Science from Albright College and Masters of Business Administration from the Mason School of Business at the College of William and Mary.


Gregory Pecoraro, Senior Consultant

Greg Pecoraro specializes in transportation, aviation, and public sector procurement projects.  Greg is active in Democratic politics and is currently in his third term on the Democratic National Committee. He served on the staff of the Baltimore County Executive and focused on economic development issues.  Greg also served as an Assistant Secretary for Administration in the Maryland Department of Transportation.  There, he supervised Department-wide activities in procurement.  He represented that Department at the State’s Board of Public Works, and served on the State’s Procurement Advisory Council.  Greg also served as an aid to U.S. Senator Paul Sarbanes (D-MD), as well as Special Assistant to the State Treasurer of Maryland.  In the 2000 election, he served as a member of the Presidential Electoral College for Maryland.  He was also elected twice to the City Council in Westminster, Maryland.  Greg received his Bachelors Degree from Johns Hopkins University.

 
Eamonn Cooney, Senior Consultant and Director of International Affairs

Eamonn Cooney has extensive global business management and development experience in over 40 countries. Most recently Eamonn was the Managing Director of the U.K. and then President of the U.S. arm of a company specializing in explosive blast protection solutions for the homeland security and military sectors.  He has business experience in the sectors of global B2B services, governments, international commerce, homeland security, and airports.  Eamonn developed and negotiated multi-million dollar government contracts and has had key roles in international start-up companies. He is a member of the British American Business Association, is on its Defense, Air Transportation and Security Committee, and is a member of the Airports Council International and the American Association of Airport Executives. He received his Bachelors Degree from the University of Portsmouth/Portsmouth Polytechnic in the U.K. and was an Associate of the Royal Institution of Chartered Surveyors. Eamonn represented the International Federation of Inspection Agencies at the World Trade Organization.

 
James R. Edwards, Jr., PhD., Senior Consultant

James R. Edwards, Jr. consults to corporate, association, and nonprofit clients on issues that include homeland security, health care, immigration, law enforcement, intellectual property, and technology.  He spent five years at the Healthcare Leadership Council where his responsibilities included corporate advocacy, communications, and lobbying.  On Capitol Hill, Jim served as U.S. Rep. Ed Bryant’s Legislative Director, where he handled the Congressman’s Judiciary Committee assignment.  He was Senior Speechwriter at the Republican National Committee, Press Secretary and Legislative Assistant for U.S. Rep. John Duncan, Jr. (R-TN), and began his congressional career on the staff of U.S. Sen. Strom Thurmond (R-SC).  He later was Sen. Thurmond’s Special Assistant on the Senate Judiciary Committee.  Jim co-authored The Congressional Politics of Immigration Reform (Allyn & Bacon, 1999).  He is an Adjunct Fellow with the Hudson Institute and was selected as a Lincoln Fellow by the Claremont Institute in 1998.  He earned his doctorate at the University of Tennessee, and his Bachelor’s and Master’s degrees at the University of Georgia.

 
Gerald J. Hoff, Jr., Senior Consultant

Jerry Hoff brings a combination of business and political experience to the team.  He specializes in government sales and marketing activities and has worked with major international companies as they have entered the U.S. market.  Previously he served as the North American Vice President of Business Development for Serco Group, Inc.  In this capacity, he oversaw the development and implementation of strategic sales and marketing processes.  Prior to this, Jerry was a director at Rettew Associates, Inc.  While there, he directed an environmental engineering group of 25 professional engineers and scientists and developed strategic relationships to gain market penetration.  Jerry also served as a division manager for Waste Management, Inc.  His responsibilities included business development, acquisition targeting, human resources, and corporate training.  Jerry’s public sector experience started as director of public works for Montgomery County, Pennsylvania.  He received his Bachelors Degree from Millersville University and Masters of Arts from the West Chester University School of Business and Public Policy.

 
Kenneth Schwarz, JD, Director of Information Services

Ken Schwarz brings a combination of a legal background and Capitol Hill experience to the team.   He served as a press assistant to the House Committee on the Budget where he helped to draft budget talking points and floor statements for members of Congress.   Ken also served as staff to the powerful House Committee on Ways and Means and was a volunteer for several congressional campaigns.  Prior to working on the Hill, he served as vice president of his law school and worked as a law clerk for the Orange County District Attorney Juvenile Crimes Unit in Orange, California.   In this capacity, he conducted legal research and drafted briefs that ensured the safety of the community.  Ken received his Bachelors Degree in Political Science from Indiana University and his law degree from Chapman University School of Law.
